CLIMATE ADAPTATION, RESILIENCE AND
TRANSITION TO LOW CARBON ENERGY
Climate change has received considerable and early attention in the UAE, and the country has launched several strategic
efforts to address the effects of climate change and to adapt to its potential impacts on ecosystems and economic sectors.
In line with these efforts, the UAE has adopted important policies, including the economic diversification policy, focusing
on green economy, energy sources diversification policy, focusing on renewable and clean energy and promoting energy
efficiency, sustainable transport policy, sustainable urban planning, etc.
LOCAL HIRING AND EMIRATIZATION GOALS
UAE has moved a big step forward in combating climate change with the adoption
of Federal Decree-Law no. (11) of 2024 “Reduction of Climate Change Effects”. By
building a solid regulatory framework, the climate law for the UAE which comes into
effect on 30 May 2025, is a direct legal mechanism supporting the UAE’s Net Zero 2050
strategy. The law gives legal recognition to Ministry of Climate Change and Environment
(MOCCAE) to enforce climate-related resolutions including emission reporting and
reduction across public and private sectors including free zones so as to help the UAE
move towards a sustainable low carbon future.
According to Article 5, the UAE Cabinet will set yearly goals to reduce emissions across
all sectors working closely with the MOCCAE.
